Proposed Changes to Constitution and Bylaws.

At the CES meeting at the 2020 virtual convention we briefly discussed making updates to the Section's constitution and bylaws to deal with the facts that we haven't been able to attract a Communications chair to handle the website, and that we haven't had enough submissions to publish Speleonics in several years. The ExecCom has reviewed the documents and is proposing changes to both the Constitution and Bylaws, and the section's membership will vote on them in the CES meeting at the 2021 virtual convention on 26 June, 2021.

Attached to this article are the proposed constitution and bylaws. For each, there is a version that has changebars indicating what was added or removed and a version that is in the 'final form'.

At a high level, the proposed changes retain a four member Executive Committee for the CES, but changes the positions of the Communications chair and the Publications chair to be members of the Executive Committee without pre-specified roles. The rationale for this proposed change is to allow the CES to attract people to be involved with the ExecComm who do not have the time, background, or inclination to run a website or publish a magazine. Those roles could be handled by appointed volunteers, or they could be handled by members of the ExecComm (as I am currently the executive chair and I am slogging along on the website, too).

The Communications and Electronics Section Executive Committee recommends approval of the proposed Constitution and Bylaws by the membership.
